There are two characteristics at play here: CurrentHeatingCoolingState and TargetHeatingCoolingState. Your thermostat accessory provides the value for the current state, while you provide it with the target value.
"Heat to xx" implies the target state is set to HEAT, while the current state is not there yet (it's busy turning on) or you've reached your target temperature so the current state is OFF.
"Heating to xx" on the other hand means the current state is HEAT, thus actively heating up your place. The colors are indicative of the current state as well. Black = off, Orange = HEAT, Blue = COOL.
